The time from begining the environmental permitting process until your mine produces a revenue stream costs you money. Every mining company plans for this period of expense without revenue and budgets accordingly. Shortening the permitting period, by even one month, can be worth millions of dollars of revenue. When mineral prices are high, the cost of delaying the start of the revenue stream can be very high.

One way to appreciate this cost is to calculate the Present Value (PV) of one month's mine revenue. That is, how much money you would have to borrow now to have that month's revenue in a specific number of months from now. It is similar to an annuity, but you pay -- rather than earn -- interest during the period.

We have been told that the average time to complete an Environmental Impact Statement (EIS) under NEPA in the US is 5 years (60 months), and that an additional 18 months are needed to build and open the mine. That totals 78 months of expenses until the mine is producing revenue. The target for Quantified Environmental Permitting is 15-18 months. That is, a total time of 33-36 months to permit and build a mine. In both the US and Canada, there are no statutory or regulatory barriers to completing the environmental permitting process in this time; in fact, the US Bureau of Land Management (BLM) specifies this time frame in their handbook 1790-1.
